For many years, conservative lawmakers have had access to model bills through the American Legislative Exchange Council, known as ALEC. Now there is a similar, better resource for progressives!

ALICE—the American Legislative and Issue Campaign Exchange—is a one-stop web-based public library of progressive state and local laws and policy materials.

In this webinar, Sam Munger, the managing director at Center for State Innovation and ALICE, will walk you through the database, explaining how to find and use the more than 1,100 state and local laws that are posted there. He will also explain the difference between “model” bills and “exemplary” laws, and show some of the background research, talking points, and other aids for effective communication on the website.

Voicing Our Values: Medicaid Expansion

The federal Affordable Care Act (ObamaCare) takes effect next January 1. Because of a Supreme Court decision, every state gets to decide whether to participate in a key part of that reform—the expansion of Medicaid to cover residents up to 138% of the federal poverty level. In most states, the Medicaid expansion battle is raging.

 

In this presentation, messaging expert Bernie Horn and health care expert Bob Brandon will briefly explain the controversy and then lay out the best arguments that progressives can use to persuade swing voters.

 

As you will learn, nearly all voters have health insurance, so your arguments for Medicaid expansion should focus less on the law’s obvious benefits to the uninsured and more on the way it will benefit everyone in your state.
